Next to the National Library and below the Discovery Gardens is this municipal cultural center, which marks the end of the Art Walk. Its extensive program includes theater, dance, music, children's programming, and exhibitions, as well as talks, conferences, and other activities.

The center has several cultural spaces: the Guirau Hall, the Jardiel Poncela Hall, an exhibition hall, a multipurpose hall, and the María Dolores Pradera Hall.

The Guirau Hall has a total capacity of 682 people and hosts concerts, zarzuela, children's shows, dance, and theater performances.

Given its history, it has become a leading theater venue in Madrid. The Jardiel Poncela Hall hosts a diverse and more alternative program, encompassing activities from artistic disciplines related to the performing arts, music, dance, theater for adults and babies, lectures, debates, meetings, staged poetry, and workshops. The hall's versatility allows for great freedom in audience and stage placement, with a capacity ranging from 95 to 174 spectators, making it possible to hold more than one event on the same day. The Exhibition Hall, on level -1, covers 1,500 square meters and features temporary exhibitions of broad interest to the public. Photographs, sculptures, paintings, audiovisual works… are some of the media that have been part of the exhibitions on display since its opening. The Multipurpose Room, with a capacity of approximately 48 people, is a space for workshops, meetings, conferences, and various training activities. In addition, the rest areas and access points to the performance halls are used regularly for performances, acoustic concerts, staged readings, and press conferences. These areas include: the María Dolores Pradera Hall (formerly known as the Mushroom Vestibule, named in honor of the artist, who is also part of the Fernán Gómez history, having performed on several occasions on the stage of the Guirau Hall), the Guirau and Jardiel Poncela Hall Vestibule, and the exhibition vestibule at the restaurant entrance.
